Government Launches Training to Implement New Vegetable Oil Order

The Ministry of Consumer Affairs, Food & Public Distribution, through the Department of Food and Public Distribution, has announced the launch of a nationwide series of workshops to ensure the effective implementation of the recently amended Vegetable Oil Products Production and Availability (Regulation) Order, 2025 (VOPPA 2025). The reform aims to significantly improve transparency, data collection, and monitoring across the entire edible oil industry, supporting national food security.

Mandatory Registration and Data Submission

The amended VOPPA 2025 mandates that all producers and packers of various vegetable oil products, including crude/refined vegetable oils, solvent-extracted oils, blended oils, vanaspati, and margarine, must comply with new reporting requirements.

Registered units must submit detailed monthly returns covering production, imports, opening and closing stocks, dispatches, sales, and consumption.

Returns must be filed by the 15th of every month.

The government emphasizes that this regular, authentic flow of information is essential for enhancing supply chain monitoring, enabling data-driven policy planning, and designing responsive interventions in the edible oil sector.

Capacity-Building Workshops

To facilitate smooth compliance, the Department is launching a series of capacity-building workshops across major cities with high concentrations of edible oil processing units.

The first workshop is scheduled for November 15, 2025, at the Soybean Oil Processors Association (SOPA) Auditorium in Indore, Madhya Pradesh. The event will feature interactive demonstrations on:

  1. Registration via the National Single Window System (NSWS) and the VOPPA portal.
  2. Hands-on guidance for timely submission of monthly returns.

Following the Indore session, similar workshops and inspection visits will be conducted in other major states to encourage proactive industry participation and compliance.

Penalties for Non-Compliance

The government underscores that VOPPA registration is mandatory. Units that fail to register or do not submit timely monthly returns will face strict penalties, including fines and statutory action under the Essential Commodities Act, 1955 and the Collection of Statistics Act, 2008. All edible oil units are urged to comply immediately to avoid legal and financial consequences.
