Gems & Jewellery Import and Export Expanded to Include Ahmedabad Airport

The Directorate General of Foreign Trade (DGFT) has issued Public Notice on 1 December 2025, amending Paras 4.87(a) and 4.88 of the Handbook of Procedures (HBP) 2023. The immediate effect of this amendment is that the Ahmedabad Airport has been added to the list of airports permitted for the personal carriage of imported and exported gems and jewellery parcels.

Amendments to Personal Carriage Rules

1. Personal Carriage of Gems & Jewellery Exports

The list of airports through which Foreign Bound Passengers from all Export Oriented Unit (EOU)/Special Economic Zone (SEZ) units and all firms in Domestic Tariff Area (DTA) are permitted to personally carry gems & jewellery parcels has been expanded to include Ahmedabad.

The permitted airports are now: Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bangalore, Hyderabad, Jaipur, and Ahmedabad. Export proceeds must still be realized through the normal banking channel.

2. Personal Carriage of Gems & Jewellery Imports

Personal carriage of gems & jewellery import parcels by an Indian importer or Foreign National is now permitted into all EOU/SEZ units and all firms in DTA through the same expanded list of airports, including Ahmedabad.

The procedure remains the same as for the import of goods by air freight, except that the parcels must be brought to Customs by the Importer or Foreign National for examination and release. Clearance of imports under this scheme shall be as per normal customs clearance procedure.
