The Ministry of New and Renewable Energy (MNRE) issued amendments to the guidelines for the “PM-Surya Ghar: Muft Bijli Yojana” scheme, specifically for the “CFA to residential consumers” component. These amendments were issued on July 10, 2025. These changes were made in response to operational feedback from implementing agencies across various states and Union Territories.
Key amendments to the guidelines include:
Additional State Subsidy (Clause 5(i))
Existing Clause: State/UT governments could supplement the Central Financial Assistance (CFA) with an additional subsidy for Rooftop Solar (RTS), subject to adherence to scheme guidelines. The framework had to align with the central scheme’s support.
Amended Clause: While retaining the previous provisions, the amended clause now explicitly states that the process for disbursement of the state subsidy component shall be integrated with the National Portal.
Admissibility of Applications under Phase II (Annexure 1)
Existing Clause: Applications submitted under Phase II of the rooftop solar programme were admissible for CFA if the claim was received by October 2024. Claims received after this date would not be entertained.
Amended Clause: All applications that are “redeemed/inspected/installed” under Phase II will now be admissible for CFA if the claim is received until December 1, 2025. It clarifies that such applications will be admissible per their respective RTS Phase II program guidelines.
New Provision: Applications submitted but not installed as of April 1, 2025, shall be ineligible for CFA and will be deleted from the database. Consumers whose applications are deleted are free to re-apply under the PM-Surya Ghar: Muft Bijli Yojana in the future.
Minimum Technical Specifications (Clause 6(f))
Existing Clause: The Ministry would identify minimum technical specifications for RTS systems installed under the scheme, with vendors responsible for ensuring compliance and DISCOMs checking during inspection.
Amended Clause: The Ministry now has the authority to amend the technical specifications as required prospectively, with the approval of the Secretary, MNRE. Vendors remain responsible for ensuring system compliance with Annexure 3 specifications, which DISCOMs will continue to check during inspection.
These amendments aim to improve the operational efficiency and outreach of the PM-Surya Ghar: Muft Bijli Yojana across the country.
