Arunachal Pradesh State Electricity Regulatory Commission (Electricity Supply Code) Regulation, 2024

The Arunachal Pradesh State Electricity Regulatory Commission (APERC) issued a public notice dated 2nd February for the introduction of a code Arunachal Pradesh State Electricity Regulatory Commission (Electricity Supply Code) Regulation, 2024. This code, sets forth a comprehensive framework that outlines the obligations of licensees and consumers, with a focus on providing efficient, cost-effective, and consumer-friendly services.

The code encompasses various aspects of the electricity supply process and establishes a set of practices that licensees must adhere to. These practices are designed to ensure seamless connectivity, reliable service, and fair treatment for consumers. It specifically delves into critical areas, including the procedure for connection, disconnection, reconnection, assessment of load, and changes in existing connections.

The Code also covers the recovery of electricity charges. It outlines measures to prevent tampering, distress, or damage to electrical infrastructure, including electrical plants, lines, and meters. Additionally, it specifies the procedures for authorized entry by the Distribution Licensee or their representatives for tasks such as disconnecting supply, removing meters, or replacing and maintaining electric lines or plants.

To ensure adherence to the code, all licensees are required to maintain forms and formats that meet the minimum requirements specified within. However, they have the flexibility to make suitable amendments to the forms while maintaining the minimum information. Any modifications beyond the minimum requirements must receive prior approval from the Commission. These amended forms and formats will be made available on the respective licensees’ websites for easy access by consumers.

The code applies to all Distribution and Retail Supply licensees, including Deemed licensees, as well as all consumers in the state of Arunachal Pradesh. It also extends its jurisdiction to cover unauthorized supply, unauthorized use, diversion, and other means of unapproved use or abstraction of electricity. 

Effective from April 1st, 2024, the Arunachal Pradesh State Electricity Regulatory Commission (Electricity Supply Code) Regulation, 2024 will be enforceable through the official Gazette of Arunachal Pradesh.
