The Tamil Nadu Government recently resolved that the trade of Beauty parlour, spa and massage parlour needs a trade license which attracts an annual fee, by amending the licensing schedule VI of the Chennai City Municipal Corporation Act, 1919 [vide gazette notification date 25/02/2019].
To obtain the trade license, the Beauty parlour/ spa/ massage parlour should first procure an “No Objection certificate” from the Health Department of the Corporation of Chennai and from a specified police officer.
In addition, to operate as a Massage / Spa Centre, a separate license will be granted by the Municipal Corporation of Chennai/ / District authority, after it satisfies the following pre-conditions:
- The external doors of the Massage / Spa establishment are kept open during the working hours.
- Minimum lighting facilities is provided in each room
- CCTV Cameras with recording facility at the entry and exit points is provided, without affecting the privacy of the clients/ employees.
- The Massage services are not provided behind locked doors
- Uniforms and identity Cards are provided to employees
- Minimum qualification fixed for the licensee and employees is adhered to.
- Register of clients are maintained.
- Opening of massage parlour / spa is between 9.00 Hrs – 21.00 Hrs
