Central Motor Vehicles Rules Amended to provide for e-registration by nominees

The Ministry of Road Transport and Highways has issued two Draft amendments to Central Motor Vehicles Rules. The draft amendment dated 26.11.2020 clarifies that after the death of the registered owner of the vehicle, the ownership of vehicles shall be transferred to nominee. The nominee upon inheritance shall inform any registering authority in the state of his residence or place of business through the portal and apply for a fresh certificate of registration in his/her name electronically.

The draft amendment dated 25.11.2020 provides that an application for registration / re-registration of a vintage vehicle shall be made as per Form 20 of Central Motor Vehicles Rules, 1989. Every application for registration shall be accompanied by:

  • A policy of insurance;
  • Appropriate fee as specified in rule 81
  • Bill of Entry in the case of imported vintage motor vehicles;
  • Old Registration Certificate in case of already registered vehicle in India;
  • Digital Certificate of inspection as per Form 38B, issued as per rule 81A.

Objections and suggestions to these draft rules, if any, may be sent to the Mail Id director-morth@gov.in before expiry of thirty days from the date on which the copies of this notification is published in the Official Gazette.
