The Ministry of Power (MoP) issued an Office Memorandum (OM) on 27 November 2025, constituting 3 new Conciliation Committees of Independent Experts (CCIEs) to resolve contractual disputes in projects and schemes implemented by Central Public Sector Undertakings (CPSUs) and Statutory Bodies under the Ministry’s administrative control. This action follows the conciliation mechanism initially introduced by the MoP vide OM dated 29 December 2021, and subsequent amendments.
New CCIE Structure and Members
The 3 new CCIEs, along with 1 sector expert specializing in coal mining, are constituted based on the recommendations of the Search-cum-Selection Committee:

The sector expert, Sh. P.M. Prasad, has been included to provide substantial domain knowledge of the coal mining sector, reflecting an amendment made earlier in 2022.
Operational Details and Tenure
The new CCIEs will become operational effective 1 January 2026. They will function according to the Standard Operating Procedure (SOP) detailed in the original OM dated 29 December 2021 and subsequent amendments. All new contractual disputes from CPSUs/Statutory Bodies under the Ministry of Power will be allocated to the new CCIEs by the Central Electricity Authority (CEA). CCIE-3 has the additional responsibility of functioning as the conciliation committee for disputes arising under the Revamped Distribution Sector Scheme (RDSS) contracts.
Transition Plan
The Ministry has outlined a clear transition for pending disputes: The tenure of existing CCIEs shall cease w.e.f. 1 January 2026. Existing CCIEs engaged in ongoing disputes must make efforts to settle all such cases by 31 December 2025. Any disputes still pending on 1 January 2026 will be transferred to the new CCIEs.
