CPCB issues Guidance Document for Module IA, II & III of the Guidelines on Extended Producer Responsibility for Plastic Packaging

Ministry of Environment, Forest and Climate Change (MEFCC) had notified the ‘Guidelines on Extended Producer Responsibility for Plastic Packaging’. The notification was made by virtue of its fourth Amendment to the Plastic Waste Management Rules. The notification was dated 16th February, 2022 and the guidelines were inserted in Schedule II of the Rules.

Extended Producer’s Responsibility (EPR) Portal for Plastic Packaging provides for the registration of  Producers, Importers and Brand-Owners (PIBOs)/ Plastic Waste Processors (PWPs). This registration will take place in accordance with the notified EPR Guidelines.

The EPR portal commenced operation in April 2022. It comprises of two modules for registration s follows:

Module 1: Registration of PIBOs

Subsequently, Module 1 of the Portal was upgraded to Module 1 A. The key features of Module IA are as follows:: 

  1. Real time Capture of Procurement /Sales of Plastic Packaging Cross-validation of Transactions between PIBOs/PWPs (Invoice No. generation / Auto-population of Sales/ Procurement detail) 
  2. Dynamic fixing of Annual EPR Target as per EPR Guidelines (Auto-generation of next year EPR target)
  3. Assessment of use of recycled plastic/reuse ( Cat I rigid plastic)  EPR credits
  4. Facilitating error free filing of Application 

Module II: Registration of PWPs

Module III: Generation & Transfer of Certificates by Plastic Waste Processors

This module comprises of two sections:

Section 1: Physical Verification of PWPs by State Pollution Control Boards (SPCBs)/ Pollution Control Committees (PCCs)

Section 2: Generation & Transfer of Certificates by PWPs
