Delhi PCC issues notice to implement restrictive actions under GRAP for Stages III & IV

The notices explains that Delhi faces grave air pollution in the winter. The level of Particulate Matter Concentration goes far beyond the prescribed standards of Ambient Air Quality (AAQ).

Hence the Commission for Air Quality Management in NCR has repeatedly taken up measures for abating air pollution. The Commission has now issued a revised Graded Response Action Plant (GRAP) for Stages III (Severe) and IV (Severe +).

It may be recalled that the Delhi Pollution Control Committee (DPCC) had issued a direction to enforce a strict ban on construction and demolition (C&D) activities. This direction was issued on 29.10.2022. It exempted only certain specified categories of projects.

Subsequently on 3.11.2022, the directions were revised and Stage IV of GRAP was invoked. This contemplated the following measures:

  1. Stop entry of trucks into Delhi
  2. Ban ply of Delhi Registered Diesel operated Medium and Heavy Goods Vehicles (MGV or HGV) IN Delhi
  3. Ban on ply of 4- wheeler diesel Light Motor Vehicles (LMV)
  4. Close all industries running on fuels not included in the standard list of approve fuels
  5. Ban C&D activities in linear public projects such as highways/ roads/ flyovers/ over bridges/ power transmission/ pipelines, etc.

Presently, keeping in view public interest to curb sever air pollution, DPCC directs strict implementation of both directions, i.e. dated 29.10.2022 and 03.11.2022. Only those categories exempted by the stated directions will be waived the adherence to these directions.

Violations of these directions may be punishable with imprisonment of up to 6 years and fine.
