Draft Code on Social Security, 2019 released

Ministry of Labour and Employment on 17th September, 2019 has issued a preliminary draft of Code on Social Security 2019, inviting suggestions and comments from the stakeholders and public.

The Draft Code proposes to amalgamate, simplify and rationalize the provisions of the following laws:

  1. The Employees‘ Compensation Act, 1923
  2. The Employees‘ State Insurance Act, 1948
  3. The Employees‘ Provident Funds and Miscellaneous Provisions Act, 1952
  4. The Maternity Benefit Act, 1961
  5. The Payment of Gratuity Act, 1972
  6. The Cine Workers Welfare Fund Act, 1981
  7. The Building and Other Construction Workers Cess Act, 1996
  8. The Unorganized Workers‘ Social Security Act, 200

The draft code contains a comprehensive social security system to provide retirement, health, old-age, disability, unemployment and maternity benefits to 50 crore workers in the country. It also deals with schemes for unorganised sector employees for offering them provident fund, education schemes and other benefits which can be formulated by states along with the Central Government.

Suggestions and comments from the stakeholders and the public can be submitted by 25th October 2019.
