Ease of Doing Business Reforms by Andhra Pradesh Pollution Control Board

The Andhra Pradesh Pollution control board has initiated the business reforms Action plan 2019 under the ease of doing business.

Highlights from the reforms:

  • Filing of Consent for Establishment (CFE) and Consent for operation  (CFO) applications, payment of required fee and necessary enclosures  can be done through online i.e., A.P. Single Desk Portal and the consent order shall be uploaded with the digital signature in the single desk portal.
  • Consent for Establishment order validity period is increased from 5 years to 7 years and Consent for Operation (CFO) validity period increased from 3/4/5 years (Red/Orange/Green) to 5/10/15 years (R/O/G).
  • Reduced time frame for processing of consents from 45/21/15 days to 21/15/7 days (R/O/G category industries).
  • Auto Renewal system (Green Channel) is introduced to renew CFO orders based on self-certification of the industry. No physical inspection is required for renewing the consent order.
  • Green and white categories of industries are exempted from compliance inspections.
  • Certain MSME units with investment less than Rs. 20 Crores in enabled to get the clearances at District APPCB Office.
  • Further the board has introduced computerized allocation of inspectors to inspect high Risk / highly polluting industries in the state once in every 6 months and The concerned officer inspects the industries and uploads the reports within 48 hours from the date of inspection into the Central Inspection System operated by the Government of Andhra-Pradesh.
  • If the industry is non-compliant with the conditions stipulated by the Board, the External Advisory Committee shall review the report and issue necessary directions to the industry.
