Enhancing Digital Connectivity: FoIR and TRAI’s Collaborative Efforts

In a significant move towards strengthening digital infrastructure in India, the Forum of Indian Regulators (FoIR) collaborated with the Telecom Regulatory Authority of India (TRAI) to host an online interactive session focused on the Framework for Rating of Properties on Digital Connectivity. This session, held on August 25, 2025, brought together over 80 senior officials from various regulatory bodies, including the Insolvency & Bankruptcy Board of India (IBBI), Central Electricity Regulatory Commission (CERC), and the Competition Commission of India (CCI), among others.

The session aimed to foster knowledge sharing and exchange perspectives on integrating digital connectivity infrastructure into real estate and infrastructure planning across different sectors. As the world becomes increasingly digital, the need for robust connectivity has never been more critical. Shri Ravi Mital, Honorary Chairperson of FoIR and Chairman of IBBI, opened the session by emphasizing that digital connectivity is now a foundational requirement across all sectors, including finance, education, transport, housing, and healthcare. He praised TRAI for its initiative in introducing the Rating of Properties for Digital Connectivity Regulations, 2024, and highlighted the importance of collaboration among regulators to ensure that digital readiness is embedded in planning and governance frameworks.

To operationalize this framework, TRAI has introduced a voluntary star-rating system for properties, which was detailed in the Manual for Assessment of Digital Connectivity released on August 13, 2025. TRAI has already registered eight Digital Connectivity Rating Agencies (DCRAs) to facilitate this initiative, with more applications currently under review.

During the technical session, Shri Tejpal Singh, Advisor (QoS-I) at TRAI, presented a comprehensive overview of the digital connectivity rating framework. He elaborated on the methodology and rating parameters, which include fibre readiness, indoor signal strength, mobile and wired network availability, Wi-Fi enablement, and the resilience of connectivity infrastructure. This detailed presentation underscored the importance of a structured approach to evaluating and enhancing digital connectivity across various properties.

This engagement is part of TRAI’s ongoing efforts to raise awareness and promote the adoption of its digital connectivity rating framework, aligning with national priorities such as Digital India and the Smart Cities Mission. By fostering collaboration among regulators and stakeholders, India is taking significant strides towards a more connected and digitally empowered future.
