Environment Protection Compliances in Uttarakhand

The Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) released a public notice to inform all stakeholders to take caution and ensure not to breach of license condition or legal requirements under the Environment Protection Laws, as listed below. Object of this notice is to alert people for improvement as early as possible, so that subsequent hard action may be avoided.

The conditions/ legal requirements are mentioned as under:

  • The sources of water consumption (including pipeline, bore well, tanker, canal etc.) and the total amount of water being consumed form the aforementioned sources is required to be intimated to the UEPPCB at the earliest .
  • The discharge of effluents from the Effluent Treatment Plant (ETP), Common Effluent Treatment Plant (CETP) etc. Would be monitored by a flow meter which would indicate the correct quantity of effluents being discharged.
  • Intensified waste generation which exceed  the CTE (NOC) and CCA (COP / COR) limits and new or raised  production are to be intimated to the UEPPCB with the necessary amendment application at the earliest
  • Any discharge, bypass, leakage, spillage, transfer or transport from other points except for the effluent discharges from authorized only from points of ETP, CETP would be regarded as unauthorized and shall be liable for getting checked, removed or stopped.
  • Underground discharge or outside discharge by zero discharge units has been prohibited.
  • The product or processes where the treatment of waste  is not possible or not giving any desired or legally acceptable result would be changed or stopped and the same shall be brought to the notice of the UEPPCB. Such wastes i.e untreatable or untreated wastes would not be discharged from any common facility like the CETP etc.
  • Handling, transfer transport, dumping, burying or burning (incineration) of any hazardous, bio-medical or municipal wastes would only be carried out at authorized premises and would be done within time limits as prescribed.
  • Transporting, throwing, dumping or burning of such wastes at public places or unauthorized premises shall be checked, removed or stopped.
  • The use of only authorized fuel shall be allowed for reducing air pollution and all the APCM would be required to be operated efficiently.
  • Inoperative APCMs including scrubber, column, condenser, flare, vent cooler, local exhaust ventilation etc would be needed to be checked and stopped.
  • Surprise checking vigilance teams would be authorized to visit the premises to monitor the compliance of the conditions as mentioned in consent order. The teams would also indentify the violations if any in addition to routine checks undertaken by concerned officers.

The public notice also cautions stakeholders that if breach of conditions or illegal activities are found during the inspection, it would attract dire consequences including closure or other legal proceedings.
