The Ministry of Agriculture and Farmers Welfare has issued an Order, the Fertiliser (Inorganic, Organic or Mixed) (Control) Tenth Amendment Order, 2025, to amend the Fertilizer (Inorganic, Organic or Mixed) (Control) Order, 1985. The amendment, made under the powers conferred by the Essential Commodities Act, 1955, removes several specific entries related to mixed biostimulant formulations and protein hydrolysates derived from animal sources.
The new rules come into force immediately upon their publication in the Official Gazette on September 29, 2025.
The following specific entries have been omitted from Part-A of Schedule VI of the Fertilizer Control Order:
Mixed Formulations of Biostimulants (Sub-heading 4)
The amendment omits three mixed biostimulant formulations from the list:
- Mixture of Protein Hydrolysate and Seaweed extract (Liquid) [Entry (10)]
- Mixture of Protein Hydrolysate and Antioxidant (Liquid) [Entry (27)]
- Mixture of Protein hydrolysate, seaweed extract and humic acid (Liquid) [Entry (28)]
Protein Hydrolysates and Amino Acids (Sub-heading 5)
Eleven specific entries related to Protein Hydrolysates derived from an Animal Source have been omitted. These entries covered various concentrations of liquid protein hydrolysates:
- Protein hydrolysate at concentrations including 62.1%, 36.04%, 62.5%, 46.9%, 29.34%, 12%, 68.33%, 54%, 15%, and 27.5% (all liquid, animal source).
This regulatory action streamlines the list of approved fertilizers and biostimulants, specifically removing certain animal-sourced protein hydrolysates and their complex mixtures.
