The Ministry of Heavy Industries has issued an order to indefinitely defer the upcoming phase of implementation of the Electrical Equipment (Quality Control) Order 2020 and its subsequent amendments.
The order, published on November 6, 2025 states that the date of enforcement for most remaining product categories under the Quality Control Order will be postponed “until further orders.”
Key Details of the Deferment
The deferment applies to all product categories specified in the table of the original order, with one crucial exception:
- Implemented Products: The Quality Control Order has already been enforced for the product category mentioned at Serial Number 1.1(a). This phase was successfully implemented on November 10, 2024.
- Deferred Products: All other product categories that were scheduled for later implementation now have their enforcement date postponed.
This decision is made in exercise of powers under the Bureau of Indian Standards Act, 2016, and follows previous amendments and extensions, including the Electrical Equipment (Quality Control) Second Amendment Order, 2024, and the extension granted on May 5, 2025.
Impact
The indefinite deferment provides a reprieve and additional time for manufacturers, especially Micro, Small, and Medium Enterprises (MSMEs), to ensure their products comply with the mandatory Bureau of Indian Standards (BIS) certification requirements before the next phase of the Quality Control Order is enforced. This measure likely aims to address industry concerns regarding preparedness and infrastructure readiness for compliance across various electrical equipment segments.
