The government is undertaking wide-ranging efforts and providing financial assistance to boost the domestic medical device industry, which has historically been import-dependent in high-end segments. The Ministry of Ministry of Chemicals and Fertilizers has issued a press release dated December 5, 2025 on these efforts.
The primary schemes and initiatives are:
1. Production Linked Incentive (PLI) Scheme for Medical Devices
The PLI scheme aims to promote the domestic manufacturing of medical devices.
The scheme has a budgetary outlay of ₹3,420 crore and runs for a five-year incentive period from FY2022-23 to FY2026-27.
Selected companies receive financial incentives for incremental sales of domestically manufactured devices in key areas, including implant devices, radiotherapy, imaging, anesthesia, and cardio-respiratory/critical care.
As of September 2025, 22 greenfield projects have been commissioned. Production has started for 55 products. This includes high-end, previously import-dependent devices such as linear accelerators, machines for MRI and CT scans, mammograms, and ultrasound machines.
Cumulative eligible sales reached ₹12,344.37 crore, including exports worth ₹5,869.36 crore.
2. Scheme for Promotion of Medical Devices Parks
This scheme is designed to provide medical device units with easy access to world-class, common infrastructure facilities within dedicated parks. This is expected to enhance competitiveness and reduce production costs.
Three parks have been approved and are in advanced stages of development in Greater Noida (Uttar Pradesh), Ujjain (Madhya Pradesh), and Kanchipuram (Tamil Nadu) districts.
The total project cost is ₹871.11 crore, with Central assistance of ₹100 crore each for common infrastructure facilities (total ₹300 crore).
As of November 2025, ₹180 crore has been released out of the total Central assistance of ₹300 crore. Civil construction for the three parks is in the final stages.
194 medical device manufacturers have been allotted land (298.58 acres area), and 34 units have commenced plant construction (as of September 2025).
3. Scheme for Strengthening Medical Device Industry
Launched on 8 November 2024, this scheme has a financial outlay of ₹500 crore. It focuses on strengthening the industry by providing support in critical areas.
The scheme consists of the following sub-schemes:
- Common Facilities for Medical Devices Clusters.
- Marginal Investment Scheme for Reducing Import Dependence.
- Capacity Building and Skill Development for Medical Devices.
- Medical Device Clinical Studies Support Scheme.
- Medical Device Promotion Scheme.
