The Ministry of Agriculture & Farmers Welfare has released the draft Seeds Bill, 2025, for public consultation, inviting all stakeholders and citizens to submit their comments and suggestions by December 11, 2025. This proposed legislation, prepared by the Department of Agriculture & Farmers Welfare (DA&FW), is set to replace the half-century-old Seeds Act, 1966, and the Seeds (Control) Order, 1983, aligning India’s seed regulatory framework with modern agricultural requirements.
Key Objectives of the Draft Bill
The draft Seeds Bill, 2025, has several core objectives designed to improve the quality of seeds, protect farmers, and promote business:
It seeks to regulate the quality of seeds and planting materials available in the market and ensure farmers can access high-quality seeds at affordable rates.
The Bill aims to effectively curb the sale of spurious and poor-quality seeds, thereby protecting farmers from potential losses.
It intends to liberalise seed imports to foster innovation and improve access to superior global varieties of seeds.
The legislation is designed to safeguard the rights of farmers and ensure greater transparency and accountability across the entire seed supply chain.
Promoting Ease of Doing Business
In a move to modernize the regulatory environment, the draft Bill proposes to decriminalize minor offences. This key provision is aimed at promoting Ease of Doing Business and reducing the overall compliance burden on stakeholders, while ensuring that the legislation retains strong provisions to penalize serious violations effectively.
How to Submit Feedback
As part of the pre-legislative consultation process, the Ministry has requested comments and suggestions on the draft Bill and its provisions.
