Govt. of Delhi modifies Conditions for Establishing New Physiotherapy Courses

The Government of National Capital Territory (NCT) of Delhi has issued a notification amending the Delhi Council for Physiotherapy and Occupational Therapy Rules, 2014. This notification was issued on 1st November, 2023.

The amendment has been made by virtue of the powers conferred by Delhi Council for Physiotherapy and Occupational Therapy Act, 1997.

The key highlights of the present notification are as under:

  • The performance guarantee furnished by institutions desirous of starting a new or higher course, must be valid for 5 years and be renewable after the expiry of this period. Prior to the present amendment, performance bank guarantees ought to have been valid for the entire duration of course which was sought to be established, however by the present amendment the validity of the guarantee must be for five years and renewable every five years thereafter for the entire duration of such course.
  • The renewal of permission for increasing the admission capacity in an institution for Bachelor of Physiotherapy (BPT) or Bachelor of Occupational Therapy (BOT) courses shall be subject to and revalidation, if necessary, of the performance bank guarantee every five years till continuation of course. This is subject to other conditions laid down by the rules. Prior to the present notification, such revalidation was one-time. However, by virtue of the present notification the revalidation will be performed every five years till the continuation of the course.

It is worthwhile to note that provisions regarding performance bank guarantee will not apply to the Institution(s) governed by the Governments or central government, provided it gives an undertaking to provide funds in its Plan/annual budget regularly till facilities are fully provided as per the time bound programme indicated by it.
