Gujarat Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) Regulations, 2024

The Government of Gujarat on 21st February, 2024 published a notification on the Gujarat Electricity Regulatory Commission’s (GERC) regulations for Green Energy Open Access (GEOA) in the state of Gujarat. These Regulations will be known as Gujarat Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) Regulations, 2024. The regulations aim to provide non-discriminatory access to the state’s transmission and distribution systems for green energy (renewable energy) generators, consumers, and licensees. 

These regulations cover various aspects, including the objective, definitions, eligibility criteria, application procedures, categorization of open access, nodal agency responsibilities, treatment for existing open access consumers, and the procedure for applying for day-ahead green energy open access transactions. The notification also details the criteria for allowing green energy open access, energy accounting, charges for deviation, wheeling charges, cross-subsidy surcharge, additional surcharge, standby charges, banking facility and charges, energy settlement, payment security mechanism, and relinquishment of open access rights for green energy open access.

Additionally, the notification outlines the process for granting green energy open access, prioritization of allotment, utilization and non-utilization of services by green energy open access consumers, energy banking facility and charges, energy settlement, open access charges, payment security mechanism, and relinquishment of open access rights for green energy open access. 

It also covers various charges applicable to green energy open access consumers, including transmission charges, cross-subsidy surcharge, additional surcharge, standby charges, banking facility and charges, and energy settlement. Furthermore, the document addresses the hierarchy for settlement of energy for consumers availing open access from different green energy generating plants and the priority for energy accounting.
