Introduction to PM Gati Shakti for SWAYAM

The University Grants Commission (UGC) has issued an important public notice inviting eligible faculty members from Higher Educational Institutions (HEIs) across India to submit Expressions of Interest (EoI) for developing a new Massive Open Online Course (MOOC) titled “Introduction to PM Gati Shakti.” This course will be hosted on the national online learning platform SWAYAM, and applications are open until 4th January 2026.

PM Gati Shakti—India’s flagship National Master Plan for integrated infrastructure development—has emerged as a transformative initiative aimed at enhancing logistics efficiency, promoting data-driven decision-making, and improving multi-ministerial coordination. Who Can Apply?

The UGC has outlined clear eligibility criteria to ensure academic rigor and quality:

  • Applicants must be full-time faculty members in a recognized university, college, or institute.
  • They should hold a Ph.D. and have at least five years of teaching experience.
  • Faculty must submit a consent letter from their HEI permitting them to offer the course under the SWAYAM framework.
  • Institutions must rank within the Top 100 of the NIRF 2025 in any category.

This ensures that the course is developed by experienced academicians from strong academic ecosystems.

Course Structure and Expectations

The proposed MOOC will be a 4-credit offering, comprising 2 credits of theoretical content and 2 credits of practical or internship-based engagement. The course must be multidisciplinary in nature, aligned with NEP 2020 and the National Credit Framework (NCrF), making it suitable for both undergraduate and postgraduate learners.

UGC has identified four thematic clusters around which the content must be developed:

  1. Overview of PM Gati Shakti – Its framework, digital platforms, and available resources.
  2. Utility and Applications – Real-world use cases and success stories.
  3. Cost Reduction in Logistics – Demonstrating how the initiative enhances supply chain efficiency.
  4. Inter-Ministerial Coordination – Showcasing collaborative governance models.

Content Development Requirements

Faculty coordinators must create high-quality learning materials following the SWAYAM Guidelines 2024, including:

  • Weekly videos, e-texts, and animations
  • Professionally produced audio-visual content (6–8-minute segments)
  • Assignments, quizzes, and case studies
  • Industry-linked modules to enhance employability
  • Live weekly classes and active participation in discussion forums

All materials must undergo plagiarism checks and meet strict quality standards.

Funding and Support

UGC has specified grant allocations for content development, covering Teaching-Learning Materials (TLM), animations, multimedia components, assessments, and quality checks. Releases will occur only after compliance with guidelines and quality assurance benchmarks.

Interested faculty members may submit their EoI online via the UGC–SWAYAM Portal before the deadline of 4 January 2026.
