The Ministry of Home Affairs (MHA) has issued a notification making several amendments to the jurisdictional control of certain Foreigners Regional Registration Officers (FRROs) under the Immigration and Foreigners Act, 2025.
The amendments, effective November 26, 2025, revise the list of areas falling under the control of existing FRROs and establish new ones.
Key Jurisdictional Changes
The notification primarily serves to remove certain states/UTs from the jurisdiction of existing FRROs and assign them to newly created or specified FRROs:
FRRO Mumbai: The entry “Chandigarh” has been omitted from its column (3) jurisdiction.
FRRO Delhi: The entries “Haryana” and “Rajasthan” have been omitted from its column (3) jurisdiction.
FRRO Kolkata: The entry “Assam” has been omitted from its column (3) jurisdiction.
New Foreigners Regional Registration Offices
Three new FRROs have been inserted into the Table, establishing new, dedicated jurisdictional controls:

These changes centralize the registration and regulatory functions for foreigners in Rajasthan and Assam under new, dedicated offices and establishes a dedicated FRRO for the Chandigarh and Haryana region. This aims to streamline compliance and services for foreign nationals in these areas.
