In line with the vision of Azadi Ka Amrit Mahotsav and the Government of India’s commitment to clean, responsive, and citizen-centric governance, the Ministry of Micro, Small & Medium Enterprises (MSME) is all set to actively participate in Special Campaign 5.0. Scheduled to be held from 2nd October to 31st October 2025, the campaign aims at institutionalizing Swachhata (cleanliness) and minimizing pendency across government offices, with a renewed focus on public interface and environmental responsibility.
This special campaign, guided by the Department of Administrative Reforms and Public Grievances (DARPG), emphasizes making government offices more accessible, efficient, and people-friendly. The spotlight in this edition will be on field/outstation offices—which serve as key touchpoints for citizens—and the proper disposal of e-waste as per the E-waste Management Rules 2022, under the Ministry of Environment, Forest and Climate Change.
Preparatory Phase: Setting the Foundation
From 15th to 30th September 2025, the Ministry of MSME is undergoing an intensive preparatory phase. This includes:
- Appointment of nodal officers across all levels,
- Conducting planning and coordination meetings,
- Drafting actionable implementation plans down to the field level.
This groundwork is critical to ensuring smooth and effective execution during the main campaign.
Implementation Phase: Actioning the Vision
During the Implementation Phase (2nd–31st October 2025), the focus will be on:
- Saturation of cleanliness in government premises,
- E-waste management to foster eco-responsibility,
- Digitization and record management to streamline operations,
- Freeing up physical office space, and
- Timely disposal of pending files, grievances, and cases.
This aligns with the broader vision of creating modern, clean, and citizen-friendly government infrastructure.
Learning from the Past: Success of Special Campaign 4.0
In Special Campaign 4.0 (October 2024), the Ministry of MSME and its organizations demonstrated strong performance, showcasing measurable outcomes:
- 23,911 physical files reviewed and 4,998 weeded out,
- 17,664 sq. ft. of office space reclaimed,
- Scrap disposal generated ₹50.47 lakh in revenue,
- Over 94% of MP references and 97% of public grievances were resolved,
- Conducted 548 cleanliness campaigns across various levels.
These results speak to the Ministry’s commitment to efficient governance and environmental stewardship.
Looking Ahead: Renewed Dedication
Building on previous achievements, the Ministry—along with its key institutions like the Khadi and Village Industries Commission (KVIC), Coir Board, National Small Industries Corporation (NSIC), and others—pledges to drive Special Campaign 5.0 with transparency, accountability, and renewed zeal.
This campaign is not just a cleanliness drive; it is part of a larger transformation under Azadi Ka Amrit Mahotsav, symbolizing 75+ years of progressive India and the government’s ongoing resolve to improve citizen services.
