The Ministry of New and Renewable Energy (MNRE) has issued an Office Memorandum (OM) providing clarifications regarding the performance inspection requirements for projects under the Waste to Energy (WTE) Programme, a component of Phase-I of the National Bioenergy Programme (NBP). The clarification, dated September 19, 2025, refers to the revised WTE guidelines issued on June 27, 2025.
Performance Inspection Criteria
The OM addresses the key requirement for performance inspection criteria, which dictates eligibility for financial assistance:
- The revised guidelines mandate that a plant must demonstrate satisfactory operation for three consecutive months.
- This period must include continuous operation for 24 hours at a minimum 80% of the rated capacity, or the maximum capital financial assistance (CFA) eligible capacity, whichever of the two is lower.
Standardized Interpretation
To ensure uniform interpretation and application of this rule across various projects, the Ministry has prepared and enclosed an annexure with illustrations of the minimum generation requirements. These examples specifically cover BioCNG plants with capacities ranging from 2 to 33 Tons Per Day (TPD).
