The Ministry of Housing and Urban Affairs (Delhi Division) on 1st August, 2022 issued notification regarding modification of Master Plan for Delhi-2021 (MPD-2021), after considering suggestions/objections on the matter. The proposed modification to the MPD-2021 provides for Affordable Rental Housing Complexes (ARHCs) schemes, aimed at creating sustainable and affordable rental housing avenues for urban migrants and urban poor. Such complexes shall include a mix of at least 40 dwelling units (DUs) and dormitories, equipped with basic civic infrastructure facilities along with necessary social and commercial infrastructure, to be used as residential flats, convenience shops, community rooms etc.
The residents of the AHRC shall occupy the house on the basis of license rights granted to them by the owner of the complex. Such rights shall be available for a minimum of three months to a maximum of three years, and the tenure of the license cannot be renewed beyond the maximum period. The amendment ensures protection to the residents by preventing owners from charging any premium for grant of license.
The modifications to the MPD-2021 will come into effect immediately.
