The Ministry of Health and Family Welfare on 27th July 2020 has exempted hand sanitizers from the requirement of sale licence for its stocking or sale under the Drugs and Cosmetics Act, 1940 and the Drugs and Cosmetics Rules, 1945.

The Ministry has taken this decision based on several representations requesting to exempt hand sanitizers from the requirement of sale licence and in order to make the product more widely available to the public amid the Covid-19 pandemic.

The government has also exempted sale of hand sanitizers from all licence conditions under the Drugs and Cosmetics Rules, except that retailers cannot keep stock or sell the product after the date of expiry.
