The National Medical Commission (NMC) has ordered the removal of the names of four doctors from the Indian Medical Register (IMR) / National Medical Register (NMR) with immediate effect, citing their involvement in a case related to the Unlawful Activities (Prevention) Act (UAPA). The decision was formalized through public notices and separate orders dated November 14, 2025.
Reason for Removal
The NMC’s action is based on an FIR registered on October 19, 2025, at P/S Nowgam, Srinagar, under various sections of the UAPA, along with sections of the Bhartiya Nyaya Sanhita (BNS), Explosive Substances Act, and Arms Act.
The NMC determined that the doctors’ alleged association and conduct are “prima facie inconsistent with the standards of ethical propriety, integrity and public trust expected of members of the medical profession.” This conduct attracts provisions under Clauses 1.1.1 and 1.1.2 of Chapter 1 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.
Affected Doctors and Councils
The four doctors whose names have been removed are:
- Dr. Muzaffar Ahmad (Registration No. 14680/ 2017)
- Dr. Adeel Ahmad Rather (Registration No. 15892/ 2019)
- Dr. Muzamil Shakeel (Registration No. 15130/ 2018)
- Dr. Shaheen Saeed (Registration No. 45961/ 2022)
The NMC’s action regarding the first three doctors is a direct consequence of the Jammu & Kashmir Medical Council ordering the cancellation of their registration, with directions that their names be removed from the local Register of Medical Practitioners.
For Dr. Shaheen Saeed, who is registered with the Uttar Pradesh Medical Council, the NMC ordered the removal of their name from the IMR/NMR based on their reported involvement in the same case.
Consequent upon the removal from the register, the practitioners shall cease to be entitled to practice medicine or to hold any appointment as a medical practitioner till further orders.
