The National Physical Laboratory (NPL) has launched a new certification scheme for Continuous Emission Monitoring Systems (CEMS) used for air emission monitoring. The scheme, managed under the CSIR-NPL India Certification Scheme (NPLI CS), is now operative for all CEMS manufacturers. This notice was issued on September 3, 2025.
All manufacturers of CEMS instruments and equipment, whether Indian or foreign, that are installed or planned for installation in industrial stacks within the Delhi-NCR region, must now comply with the following requirements:
- Manufacturers must submit a duly filled-in application form to NPL India. This is a mandatory step for all manufacturers.
- Manufacturers who have certifications from other international agencies must submit a copy of these certificates, along with relevant test reports.
- The certification fees will vary on a case-by-case basis, depending on the number of parameters and the certification status of the instruments. Manufacturers can obtain fee details by emailing NPL’s Centre for Calibration & Testing at cfct.nplindia@csir.res.in.
- All CEMS manufacturers must apply to NPL India within one week of this notification. Failure to do so may result in their CEMS not being allowed for installation or operation, and they may be denied permission to connect to the Central Server of the Central Pollution Control Board (CPCB).
This new certification scheme aims to standardize the quality and reliability of air pollution monitoring equipment, ensuring that all data collected in the Delhi-NCR region meets the highest standards.
