Odisha MSME Development Policy 2022: Certification, Sanction Orders, and Visit Reports

The Odisha Government issued a Notification dated 3rd May, 2024, which provides operational guidelines for employment cost subsidy under the Odisha MSME Development Policy, 2022. 

It outlines the policy provisions, eligibility criteria, application process, sanction, disbursement, recovery, and miscellaneous aspects. The policy offers 100% reimbursement of employers’ contribution paid towards ESI and EPF for a period of 5 or 7 years for new and existing units undertaking expansion, modernization, or diversification (E/M/D) with investments in Plant & Machinery up to INR 50 crores. 

The eligibility criteria encompass various aspects such as investment limits, focus sectors, migrated/transferred units, and commercial production timelines. The application process involves filing claims in the AIM portal within specified time frames, with supporting documents attested by the authorized personnel.

Furthermore, the procedure for availing employment cost subsidy involves scrutiny, approval, and rejection, along with verification of the unit’s working status. Sanction orders are issued by the General Manager (DIC) or the Director of Industries, and disbursement is made directly to the unit’s bank account. 

Additionally, the document addresses the possibility of recovery of the subsidy in cases of misrepresentation, fraud, or non-compliance with the policy. It also highlights the role of the Empowered Committee in considering cases of project implementation delay due to force majeure and emphasizes the need for immediate intimation of any changes affecting the unit’s eligibility. Moreover, it specifies the authority for decision-making in cases of doubt regarding the policy’s implementation.
