Plant Quarantine (Regulation of Import into India) (Sixth Amendment) Order, 2023

The Ministry of Agriculture and Farmers Welfare has issued the Plant Quarantine (Regulation of Import into India) (Sixth Amendment) Order, 2023. This order has come into force from 16th August, 2023.

The Amendment Order has revised the Plant Quarantine (Regulation of Import into India) Order, 2003.

The Amendment Order is now permitting the import of Fresh Fruit for Consumption of Persea americana (Avocado) from Kenya.

However, such import shall comply with the following additional declarations that are required to be
incorporated into Phytosanitary Certificate:

Free from: Insects/ Mites:
a) Ceratitis capitata (Mediterraneanfruitfly)),
b) Ceratitis cosyra (Marulafruitfly),
c) Ceratitis rosa (Natal fruitfly),
d) Ceroplastes destructor (White wax scale),
e) Cryptophlebia leucotreta (False Codling Moth),
f) Pseudotheraptus wayi (Coconut bug),
g) Selenaspidus articulates (West Indian red scale),
g) Spodopteralittoralis (Cottonleafworm)

Additionally, the import should comply with the following special conditions:

  • Methyl bromide fumigation @ 32 g/m3 for 2 hrs at 21°C or above at NAP or equivalent thereof against Mediterranean fruitfly and Natal fruitfly Or
  • Pre-shipment cold treatment at 0°C or below for 10 days; 0.55°C or below for 11 days; 1.1°C or below for 12 days.
