The Ministry of New & Renewable Energy (MNRE) is seeking comments on a draft order proposing to increase the minimum solar photovoltaic (PV) module efficiency thresholds required for enlistment in the Approved List of Models & Manufacturers (ALMM) List-I. This draft intends to ensure the ALMM list reflects high-quality, commercially available, and high-efficiency modules, thus serving as a barrier against low-efficiency, obsolete technologies.
MNRE proposes a phased increase in the minimum efficiency thresholds for solar PV modules across four application categories, effective from 1 January 2027 and further increasing from 1 January 2028.

Impact on Existing ALMM Modules
Solar PV modules currently enlisted in the ALMM, or those enlisted in the coming months, that have efficiencies below the new revised thresholds will be removed from ALMM List-I once the new standards become effective (starting 1 January 2027).

MNRE is requesting views, comments, and suggestions from all stakeholders on this proposed trajectory and amendment to the ALMM Order.
