In our increasingly interconnected world, quality of service (QoS) standards for access services, both wireless and wireline, and broadband services have become pivotal. The Consultation Paper on the Review of Quality-of-Service Standards for Access Services and Broadband Services, issued by TRAI, aims to bolster these standards for a better user experience.

Ensuring Transparent Data Collection

One of the cornerstones of the consultation paper is the emphasis on maintaining a documented process for the online collection and processing of data for each QoS parameter specified by the Authority. Service providers are required to correlate this data with primary data derived from system counters or codes. The goal is to ensure that data collection is accurate, transparent, and traceable. This not only enables better QoS measurement but also promotes accountability.

Online Reporting and Accessibility

Service providers are mandated to maintain and provide online access to complete and accurate records of primary and processed data related to QoS compliance. This data includes compliance with QoS benchmarks specified in the regulations. The paper also addresses the Authority’s role in specifying record-keeping procedures, measurement methodologies, and the deployment of test probes. The objective is to establish a consistent and standardized approach to data reporting and accessibility.

Geospatial Coverage Maps

For wireless access services, a noteworthy inclusion is the requirement for service providers to publish geospatial service coverage maps on their websites. These maps must indicate street-level and indoor coverage in cities, towns, highways, and rail routes where voice and broadband data services are available. This provision enhances transparency and empowers consumers to make informed choices based on coverage availability.

Consequences for Non-Compliance

The consultation paper lays down a clear framework of consequences for failure to meet QoS benchmarks or submit compliance reports. Financial disincentives are outlined based on the severity and repetition of violations. This approach not only ensures that service providers prioritize QoS but also guarantees that consumers receive the quality they expect.

Regular Reporting and Publication

Service providers are required to create a secure online system for the collection, processing, and submission of compliance reports to the Authority. These reports must be accompanied by supporting primary data. Simultaneously, the Authority is empowered to publish compliance reports, audit results, and customer satisfaction survey outcomes through various channels, ensuring transparency and accountability to the public.

Stakeholders are requested to submit their comments, preferably in electronic form, on TRAI website in the specified template with copy to adv-qos1@trai.gov.in by 20th September 2023 and counter comments by 5th October 2023.
