Government Mandates Retail Sale Price Display on All Pan Masala Packs

The Department of Consumer Affairs, under the Ministry of Consumer Affairs, Food and Public Distribution, has issued the Legal Metrology (Packaged Commodities) Second (Amendment) Rules, 2025 which makes the display of the Retail Sale Price (RSP) mandatory on all pan masala packs. The amended rules will come into force on 1 February, 2026. From this date, all manufacturers, packers, and importers of pan masala must ensure full compliance.

NPPA Retail Price Fixation for Pharmaceutical Formulations

The National Pharmaceutical Pricing Authority (NPPA), under the Ministry of Chemicals and Fertilizers, has issued an order dated November 28, 2025 fixing the retail price (exclusive of Goods and Services Tax, GST) for several drug formulations.

DGFT Mandates Competitive Bidding and BIS Registration for Gold Imports Under India–UAE CEPA

The Directorate General of Foreign Trade (DGFT) has announced amendments to the procedure for allocating Tariff Rate Quota (TRQ) for gold imports under the India–UAE Comprehensive Economic Partnership Agreement (CEPA). Effective immediately, the allocation of TRQ for gold will now be conducted through a competitive bidding or tender process to ensure greater transparency and more effective management of the import quota.

CERC Initiates Suo Motu Proceeding to Adjust Power Tariffs Following Coal Tax Overhaul

The Central Electricity Regulatory Commission (CERC) has taken suo motu cognisance (on its own motion) of the recent statutory changes in the Goods and Services Tax (GST) structure for coal and has initiated proceedings (Petition No. 10/SM/2025) to determine the resultant impact on electricity tariffs. The CERC Order, dated October 1, 2025, acknowledges that the abolition of the Compensation Cess and the increase in the GST rate on coal constitute a Change in Law event, requiring a uniform regulatory direction to adjust monthly tariffs and facilitate the settlement of dues.

Government Grants Permission to Three Companies to Use Old Packaging Inventories

The Central Government, through the Department of Consumer Affairs’ Weights and Measures Unit, has issued separate orders granting permission to three different companies to utilize their existing inventories of old packaging material temporarily. The decision, made under Rule 33(1) of the Legal Metrology (Packaged Commodities) Rules, 2011, permits the use of old stock for a period of three months from the date of the order (October 9, 2025) or until the stock is exhausted, whichever is earlier.

CERC Schedules Public Hearing on Coal GST Rate Hike

The Central Electricity Regulatory Commission (CERC) has issued a notice scheduling a public hearing to discuss the recent changes in the Goods and Services Tax (GST) structure affecting the procurement of coal. The hearing is being held in connection with Suo Motu Petition No. 10/SM/2025, initiated by the Commission following notifications from the Ministry of Finance.

Legal Metrology Issues FAQs On GST Rate Changes

 Ministry of Consumer Affairs, Food and Public Distribution has issued three FAQ documents on the changes in GST rates for services and goods (excluding specified tobacco products) effective from September 22, 2025. These FAQs were issued on September 22, 2025. The revised rates and the list of exempted goods are formalized in new notifications placed on the CBIC website, including Notification No. 9/2025- Central Tax (Rate) and Notification No. 10/2025-Central Tax (Rate) (for exemptions), both dated September 17, 2025.

Special Procedure for Registered Manufacturers under Delhi GST Act, 2017

The Notification outlines a special procedure to be followed by registered persons engaged in manufacturing specific goods under the Delhi Goods and Services Tax Act, including requirements for furnishing details of packing machines, maintaining additional records, and submitting a special monthly statement.

Government of Tamil Nadu Extends Extends Due Date for Form GSTR-3B

Initially set for the 20th of December 2023, the due date has now been extended to the 27th December 2023 for taxpayers whose principal place of business is located in the four cyclone-affected revenue districts. Those filing their GSTR-3B return for the month of November 2023 will not be subjected to any additional financial penalties if they adhere to the extended due date of 27th December 2023.

The Bihar Goods and Services Tax (Second Amendment) Act, 2023 

The Bihar GST (Second Amendment) Act 2023 firstly added two new definitions, “online gaming” and “online money gaming”. With regards to Actionable Claim a proviso was also added that a person who organizes or arranges, directly or indirectly, supply of specified actionable claims, including a person who owns, operates or manages digital or electronic platform for such supply, shall be deemed to be a supplier of such actionable claims.
