The Karnataka PCB has stipulated the cleaning capacity for barrel recyclers

As per the Hazardous and Other Waste (Management & Transboundary Movement) Rules, 2016, the quantities of waste disposed is required to be expressed in terms of weight, in Form 4, for filing Annual Returns. Some of the waste generators have been giving the quantities by weight, while others by numbers of used barrels. Hence, there was a necessity to streamline the quantities indicated in the consent and authorization to enable the Pollution Control Board to properly estimate the waste barrels disposed by the generator.

In order to resolve the issue, The Karnataka Pollution Control Board, vide notification No. PCB / WMC / Circular / 2019-2020, has stipulated the quantity per used barrels. The Board while submitting annual returns for the period 2016 – 17 and 2017-18 has considered an average weight of 7 kg per used barrels. This can be followed until any alternative method is available. During inspection, the officers will verify, both the weight and numbers.

For the purpose of granting consent, the following formula is considered:

1. Number of barrels considered for cleaning per hour = 4

2. Number of working hours (2 shifts) = 16

3. Number of barrels that can be cleaned per day = 64

4. Weight of barrels that can be cleaned per day = 448 kg

The above is for 1 bay cleaning, if the industry has area and facility for 2 bay cleaning, then the quantity of barrel is 128 or weight of 896 kgs.
