TRAI Registers First Eight Digital Connectivity Rating Agencies to Enhance In-Building Network Quality

In a significant move to improve digital connectivity across India, the Telecom Regulatory Authority of India (TRAI) has officially registered eight agencies as Digital Connectivity Rating Agencies (DCRAs). This initiative, announced on August 29, 2025, aims to enhance the quality of in-building networks, ensuring that properties are equipped with reliable digital connectivity.

The registration of these agencies comes under the ‘Rating of Properties for Digital Connectivity Regulations, 2024’, which was established to create a standardized framework for assessing digital connectivity in various properties. The eight agencies that have received this registration are:

  1. M/s Ardom Towergen Private Limited
  2. M/s Crest Digitel Private Limited
  3. M/s CTL Infocom Private Limited
  4. M/s ESTEX Telecom Private Limited
  5. M/s Frog Celisat Limited
  6. M/s Phistream Consulting Private Limited
  7. M/s Shaurrya Teleservices Private Limited
  8. M/s TUV SUD South Asia Private Limited

These agencies are now authorized to evaluate and rate the digital connectivity of properties based on a comprehensive methodology outlined in the Manual for Rating of Properties for Digital Connectivity, which was released on August 13, 2025. The registration is valid for five years, starting from August 27, 2025, and is contingent upon the agencies’ compliance with the established terms and conditions.

The primary objective of this initiative is to provide prospective buyers, tenants, and businesses with reliable information regarding the digital connectivity performance of various properties. By assigning a ‘Star Rating’ to properties based on their connectivity assessments, the DCRAs will empower consumers to make informed decisions. This rating system will not only enhance transparency in the real estate market but also encourage property developers to invest in better connectivity solutions.

In today’s digital age, reliable connectivity is crucial for both residential and commercial properties. With the increasing reliance on digital services, having a robust in-building network is no longer a luxury but a necessity. The DCRAs will play a pivotal role in ensuring that properties meet the connectivity standards required for modern living and working environments.

The rating framework developed by TRAI is designed to be comprehensive and user-friendly. It will take into account various factors, including internet speed, network reliability, and the availability of digital services. This holistic approach will ensure that the ratings reflect the actual performance of the connectivity infrastructure in place.

As India continues to advance in the digital realm, initiatives like these are essential for fostering a connected and informed society. The registration of these DCRAs marks a significant step towards ensuring that all properties in India are equipped with the digital infrastructure necessary for success in the 21st century.
