The Food Safety and Standards Authority of India (FSSAI) has issued the Food Safety and Standards (Labelling and Display) First Amendment Regulations, 2025, which will come into force on July 1, 2026. These new regulations amend the Food Safety and Standards (Labelling and Display) Regulations, 2020, by introducing new and specific labelling requirements for coffee-chicory mixtures. This notification was published on August 12, 2025.
The amendments follow a public consultation process that began with the publication of the draft regulations on February 17, 2025, and subsequent consideration of objections and suggestions from the public.
According to the new rules, all packages containing a mixture of coffee and chicory, as well as instant coffee-chicory mixtures, must carry a clear declaration on the front of the package. The new required declarations are:
- For a Coffee-Chicory Mixture: “COFFEE BLENDED WITH CHICORY”.
The label must also state the exact percentage of coffee and chicory contained in the mixture.

2. For an Instant Coffee-Chicory Mixture: “INSTANT COFFEE-CHICORY MIXTURE MADE FROM BLENDS OF COFFEE AND CHICORY”.
The label must also declare the percentage of coffee and chicory.
An alternative, more concise format is also provided: “INSTANT COFFEE-CHICORY MIXTURE MADE FROM BLENDS OF COFFEE AND CHICORY, COFFEE…..%, CHICORY…..%”.
