Arunachal Pradesh Releases Draft Amendment to Factories Rules, 2025

The Government of Arunachal Pradesh has issued an important draft notification proposing amendments to the Arunachal Pradesh Factories Rules, 2012. Published in the Arunachal Pradesh Gazette (Extraordinary), No. 404 on October 27, 2025, invites public comments as required under Section 115(1) of the Factories Act, 1948.

The proposed changes are issued under the rule-making powers granted to the State Government under Section 112 of the Factories Act, 1948.

1. Introduction of Arunachal Pradesh Factories (Amendment) Rules, 2025

The notification introduces the Arunachal Pradesh Factories (Amendment) Rules, 2025, which will come into effect on the date they are published in the Official Gazette.

2. Significant Amendment to Rule 160

A major change is proposed in Rule 160 of the original 2012 Rules:

  • The terms “woman” and “women”—wherever they appear—will be replaced with “pregnant woman or lactating mother.”
  • This change reflects a targeted approach to ensuring safety and welfare protections for vulnerable categories of female workers.

3. Mandatory Safeguards for Employment of Women

The draft further clarifies that employers must provide adequate safeguards before engaging women in specific factory operations.
This provision aims to strengthen workplace safety standards and align factory regulations with contemporary labour welfare norms.

Public Feedback Invited

The State Government will finalize the rules after 45 days from the notification’s publication date. During this period, stakeholders, industry representatives, workers’ groups, and the general public may submit objections or suggestions.
