Delhi Building Bye laws amended

Urban Development Department of Government of National Capital Territory of Delhi has amended Unified Building Bye Laws (UBBL) for Delhi 2016 by a notification dated 27th May, 2019.

As per the amendment, a new Clause 7.31 has been inserted. Procedure for obtaining Fire NOC for guest houses which have more than four floors (excluding basement and stilt floor) has been inserted.

“Owner/Director/Partner will submit three signed hard copies along with one softcopy in PDF format of all the floor plans indicating the floor-wise use while submitting the application to the Fire Department for NOC.”

Guesthouses will also be required to install Carbon Monoxide detectors and alarm as per standards as required by Delhi Fire Service. Natural or mechanical arrangements be made for smoke ventilation of the all passages/corridors at each floor level and staircases. Fire Doors having fire resistance rating of not less than 1 hour at the entrance of staircases at each floor level be provided where number of occupants are more than 10 on each floor.

Following are the other major highlights of the amendment:

  1. Kitchen or cooking activity will not be allowed on rooftops or basements. Also, storage of inflammable material will not be allowed on the rooftops.
  2. Temporary roofing over the roof or terrace using FRP or any inflammable material will be allowed.
  3. Inflammable materials will not be used in passage, corridors or staircases like wooden paneling, foam paneling, carpet etc.
  4. Gas Bank, if any will be installed conforming to the standards prescribe in the National Building Code (NBC).
