The Government of Goa, through its Department of Transport, has issued the Draft Goa Motor Vehicles (Amendment) Rules, 2025, proposing key changes to the fees and procedures for assigning choice or fancy registration numbers to vehicles.
The draft has been pre-published in the Official Gazette to invite public feedback, as required under Section 212(1) of the Motor Vehicles Act, 1988. Citizens and stakeholders have 15 days from the date of publication to submit objections or suggestions to the Director of Transport, Junta House, Panaji.

1. New Fee Structure for Choice Registration Numbers
The government proposes a revised fee schedule for assigning registration marks of choice, applicable separately for private and transport vehicle series.

2. Allotment by Bidding in Case of Multiple Applicants
If more than one applicant desires the same registration mark, the number will be allotted to the highest bidder by the concerned Registering Authority.
3. Advance Number Booking (Non-Choice Numbers)
Applicants seeking a number in advance, other than a “choice number,” will pay:
- ₹10,000 for two- and three-wheelers, and
- ₹25,000 for other vehicles.
4. Retention of Existing Registration Number
Owners wishing to retain their existing registration number when purchasing a new vehicle may do so by paying 25% of the applicable choice number fee or ₹10,000, whichever is higher.
However, the number must have been registered in the owner’s name for at least three years before applying for retention.
5. Advance Reservation of Choice Numbers
Applicants may reserve a choice number in advance by paying the full fee, which is non-refundable if the vehicle is not registered within 90 days.
Additionally, the Secretary (Transport) or Director of Transport may authorize the start of a new registration series to allot numbers as desired by applicants.
In such cases, the applicant must pay three times the prescribed fee.
Public Feedback Invited
The draft notification invites public comments and objections within 15 days from publication- 30TH, OCTOBER 2025. Submissions should be sent to:

The Government will consider all inputs before finalizing and notifying the amended rules in the Official Gazette.
