Madhya Pradesh Clinical Establishments (Registration & Regulation) Bill, 2019, proposes to repeal the existing Madhya Pradesh Upcharyagriha Tatha Rujopchar Samabandi Sthapnaye (Registrikaran Tatha Anugyapan) Adhiniyam, 1973

The State Government of Madhya Pradesh has issued the Madhya Pradesh Clinical Establishments (Registration & Regulation) Bill, 2019 which seeks to repeal the existing Madhya Pradesh Upcharyagriha Tatha Rujopchar Samabandi Sthapnaye (Registrikaran Tatha Anugyapan) Adhiniyam, 1973, in order to provide for the registration and regulation of clinical establishments in the state.

  • The Act shall be applicable to every clinical establishments other than those clinical establishments maintained by or under the control of the State Government, Central government or local Self Government or any local authority; or licensed under the Mental Health Act,1987 and those which are owned, controlled or managed by the armed forces.
  • Every clinical establishment in the state of Madhya Pradesh shall be registered and the conditions for registration has been listed out in the Act. The application for registration shall be filed in person or by post or online and within 6 months from the date the new act gains force or till the expiry of previous registration. The certificate of registration granted will be valid for a period of 5 years from the date of issuance and shall be renewed by making an application for renewal at least 30 days before the expiry date of Registration.
  • The Original certificate of Registration shall be displayed in a conspicuous place in the clinical establishment in such a manner that it is easily visible to everyone.
  • The State Government or the District Registering Authority may ask for records and data pertaining to occurrence of any kind of disease or any medical procedure from any clinical establishment. It shall also protect any Intellectual property rights involved in such data and records.
