Ministry of Home Affairs releases Unlock-3 Guidelines

The National Disaster Management Authority has directed the re-opening of more activities in areas outside the Containment Zones and the extension of Lockdown in Containment Zones, up to 31st August, 2020.

In light of this Ministry of Home Affairs, Government of India has issued the following guidelines stipulating for a phased re-opening (Unlock 3):

1. Activities not permitted outside Containment Zones

Schools, colleges, educational and coaching institutions to remain closed till 31st August, 2020. Online or distance learning is permitted and encouraged.

Cinema halls, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places will remain closed and social, political, sports, entertainment, academic, cultural, religious functions and other large congregations are banned.

However, yoga institutes and gymnasiums are allowed to operate from 5th August, 2020, subject to compliance with Standard Operating Procedure (SOP) that will be issued by the Ministry of Health and Family Welfare (MoHFW).

2. International air travel is prohibited except as permitted by Ministry of Home Affairs. Similarly, the operation of the Metro Rail is also not permitted.

The dates for re-starting the said activities may be notified separately subject to SOPs.3. Independence day functions wherever held will be allowed with compliance to social distancing norms and other health protocols, such as wearing of masks. For this purpose, Instructions for Independence Day Celebrations should be complied with.

 4. National Directives for COVID-19 Management as specified in the Annexure to this notice must be complied with through the country.

5. Lockdown will continue in Containment Zones (as demarcated and notified on websites by District Colletors)  till 31st August, 2020.

Only essential activities are permitted in Containment Zones and strict perimeter control will be enforced to ensure a standstill of all movement across these zones with the exception of medical emergencies and supply of essential goods and services. Within Containment Zones, there will be intensive contact-tracing, house-to-house surveillance and other clinical interventions as necessary.

Activities in Containment Zones are to be strictly monitored by State or UT Authorities and guidelines pertaining to containment measures must be strictly implemented therein.

6. States/ UTs may prohibit or impose restrictions on certain activities beyond containment zones but there can be no restriction on inter-state and Intra-State movement of persons and goods including cross land-border trade under treaties with neighbouring countries. No separate permission or approval or e-permit will be necessary for such movement. All permitted movement of people will continue according to SOPs issued.

7. Any violation of these measures will be subject to action under the Disaster Management aAct, 2005 and the Indian Penal Code, 1872 and other applicable legal provisions as provided for in the Annexure-II of the present notice.
