The Ministry of Road Transport and Highways has published draft rules proposing amendments to the Central Motor Vehicles Rules, 1989. The changes, which are open for public comment, include an increase in the fees for conducting vehicle fitness tests and a revised fee structure for the renewal of fitness certificates, particularly for older vehicles. This draft notification was issued on August 27, 2025 and published on September 2, 2025.
The draft rules, called the Central Motor Vehicles (… Amendment) Rules, 2025, have been issued for information to all persons who may be affected. The Central Government will consider all objections and suggestions received within 30 days of the notification’s publication. Key Proposed Changes to Fees
The proposed amendments introduce a new, tiered fee structure for fitness tests and renewals based on a vehicle’s age and type.
1. Fitness Test Fees (Grant or Renewal)
The fees for conducting a fitness test of a vehicle will see a moderate increase. For example:
- Motorcycles: The fee will increase to ₹400.
- Light Motor Vehicles: The fee will increase to ₹600.
- Medium/Heavy Vehicles: The fee will increase to ₹1,000.
2. Fitness Certificate Renewal Fees for Older Vehicles
The most significant changes are in the fees for renewing a certificate of fitness for vehicles older than 15 years, with a new, higher category for vehicles older than 20 years.
For vehicles older than 15 years but not exceeding 20 years:
- Motorcycles: The fee will be ₹500.
- Light Motor Vehicles: The fee will be ₹1,000.
- Heavy Motor Vehicles: The fee will be ₹1,500.
For vehicles older than 20 years:
- Motorcycles: The fee will be ₹1,000.
- Light Motor Vehicles: The fee will be ₹2,000.
- Heavy Motor Vehicles: The fee will be ₹3,000.
3. Fitness Certificate Renewal Fee for Non-Transport Vehicles
The rules also propose a revised fee structure for the renewal of fitness certificates for non-transport vehicles, including those older than 10 years. For instance, the fee for a non-transport light motor vehicle older than 20 years will be ₹15,000, and for a heavy motor vehicle, it will be ₹25,000.
