As part of the Government of India’s “Azadi Ka Amrit Mahotsav” celebrations, the Ministry of Personnel, Public Grievances & Pensions has announced the launch of the Nationwide Digital Life Certificate (DLC) Campaign 4.0, to be conducted by the Department of Pension & Pensioners’ Welfare (DoPPW) from 1st to 30th November 2025. This initiative marks a significant step towards the digital empowerment of pensioners across the country.
Every year, pensioners are required to submit a Life Certificate in November to ensure the continued disbursement of their pensions. Traditionally a manual process, the introduction of Digital Life Certificates using face authentication has revolutionized this system, offering convenience and accessibility. Building on the success of DLC Campaign 3.0—which saw 1.62 crore submissions in 845 cities in November 2024—the upcoming Campaign 4.0 aims to surpass all records, targeting 2 crore DLC submissions through a saturation model.
This year’s campaign is set to be the largest ever, with camps scheduled in over 1850 districts, cities, and towns across 2500+ locations in India. These efforts underscore the government’s commitment to ensuring that no pensioner is left behind, including those residing in remote and rural areas.
The campaign will be organized in collaboration with multiple stakeholders including:
- 19 Pension Disbursing Banks
- India Post Payments Bank (IPPB)
- Pensioners’ Welfare Associations
- UIDAI, MeitY, EPFO, CGDA, DoT, Railways, and DoP
India Post Payments Bank will play a pivotal role by setting up camps in 1600 District/Sub-divisional Post Offices and leveraging its expansive network of 1.8 lakh postmen and Gramin Dak Sewaks to provide doorstep DLC services.
Further strengthening the outreach, 19 pension disbursing banks will hold camps at 900+ locations across 315 cities. 57 Pensioners’ Welfare Associations will support the campaign by mobilizing pensioners and spreading awareness. The coordinated involvement of various departments and associations will help the campaign reach even the most underserved geographies.
The campaign is not just about submitting certificates—it’s about enhancing digital literacy, ensuring financial inclusion, and easing the lives of elderly citizens. Through innovative technology like facial authentication, pensioners can now submit their life certificates securely and conveniently, even from home.
As India continues its journey towards a digitally empowered society, this campaign is a shining example of technology being used for social good. The Nationwide DLC Campaign 4.0 aligns with the vision of Minimum Government, Maximum Governance, ensuring pensioners can access essential services with dignity and ease.
