The National Medical Commission (NMC) has issued a public notice, demanding complete transparency in fee structures and mandating the timely payment of stipends by all medical colleges and institutions across India. This directive comes in light of recent pronouncements by the Supreme Court of India, addressing issues of non-disclosure of fees and non-payment of stipends to medical interns and residents. This public notice was issued on July 11, 2025.
The Supreme Court, in its judgment dated April 29, 2025, concerning State of Uttar Pradesh & Ors. vs. Miss Bhavna Tiwari & Ors. (SLP (C) No. 9298 of 2018), explicitly mandated that all Private and Deemed Universities must disclose comprehensive details regarding Tuition Fees, Hostel Charges, Caution Deposits, and all Miscellaneous Charges at the pre-counseling stage. Furthermore, interim directions were issued in Abhishek Yadav & Ors. vs. Army College of Medical Sciences & Ors. (Writ Petition No. 730 of 2022) to address grievances related to non-payment of stipends and the illegal imposition of internship fees.
In alignment with these judicial mandates and existing regulations, the NMC has taken a firm stance to protect students from hidden or arbitrary fee demands and ensure fair compensation for their work. The NMC’s regulations already underpin these requirements:
- Fee Disclosure
Regulation 4.3 of the Post Graduate Medical Education Regulations (PGMER), 2023, requires medical colleges to disclose the fee for each course when entering data in the seat matrix; failure to do so will result in the seat not being counted. Any undisclosed or unapproved fees collected will be deemed unauthorized.
- Stipend Payments:
The payment of stipends to interns is mandated by:
- Clause 3, Schedule IV of the Compulsory Rotatory Medical Internship (CRMI) Regulations, 2021.
- Regulation 13 of the Post Graduate Medical Education Regulations (PGMER), 2000.
- Regulation 5.4 of the Post Graduate Medical Education Regulations (PGMER), 2023.
These provisions clearly state that stipends must be paid to interns as determined by the appropriate authority applicable to the institution or university.
Directives for Medical Colleges/Institutions
All medical colleges/institutions under the NMC’s purview are now directed to:
- Publish Comprehensive Information Online: Publicly display the complete course-wise fee structure and details of the stipend paid to interns, Junior Residents (JR), Senior Residents (SR), etc., on their official websites.
- Submit Data via Google Forms: For uniform disclosure and monitoring, institutions must submit the complete course-wise fee structure and stipend details for MBBS Interns, JR, SR, etc., through dedicated Google Form links provided by the NMC. This submission must be completed within seven (7) days from the date of the public notice on the NMC website.

Consequences of Non-Compliance
Non-compliance with these requirements will trigger strict regulatory action as per:
- Regulations 30 and 31 of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023.
- Regulation 8 of the Maintenance of Standards of Medical Education Regulations, 2023.
- Regulations 9.1 and 9.2 of the PGMER, 2023.
Potential actions include the issuance of show-cause notices, imposition of financial penalties, withdrawal of course recognition, and suspension of admissions.
