Odisha’s Move towards ensuring Biomedical Waste Management

The State Pollution Control Board of Odisha circulated a notice dated June 11, 2019, in conformity with the directions of the Central Pollution Control Board, Delhi and directed all Occupiers of the Non-Bedded Health Care Facilities including Research Organizations and the Laboratories in the Universities generating biomedical waste to dispose their waste only through a Common Biomedical Waste Treatment Facility located in their respective areas. The State Board has also requested to all occupiers of non-bedded health care facilities to apply for an online authorization through odocmms.nic.in/ospcboard.org.

The State Board has also clarified that in case of any violation of biomedical waste management on behalf of the occupier, he shall be liable under Section 5 and 15 of the Environment (Protection) Act, 1986, which would attract a fine upto Rs. 1,00,000 or imprisonment upto 5 years or both. In case of continuous failure to comply with these rules fine may be extended to Rs. 5,000 for every day till the continuation of failure and imprisonment may be extended to a period of 7 years.
