The regulatory compliance division of the food safety and standards authority of India (FSSAI) on 30 April 2019 issued an order, superseding all the previous orders on the subject. The rules regarding the registration of Food Business Operators (FBOs) using the platform of common service centre-special purpose vehicle (CSC-SPV). The rules have been released in consideration of the various issues arising out of registration process of FBOs through CSC-SPV. The order (which supersedes all previous orders in this regard) includes the following provisions :-
- The practice of auto generation of the registration certificate upon the filing of the registration application through CSC-SPV has been discontinued.
- The registration application will be scrutinised as per the provisions contained in the Food Safety and Standards Regulations (Licensing and Registration of Food Businesses), 2011 with the option to order an inspection within seven days or issue registration certificate after the filing of the application and payment of the fee through CSC.
- The order further states that the registration certificate will be auto generated with an SMS or an email alert to the FBO on his/her registered mobile in cases where there is no decision taken on the registration (as in if it isn’t granted, denied or the inspection is not ordered within the stipulated period of seven days). Furthermore, the FBO can get a copy of the registration certificate free of cost from the concerned CSC.
- In relation to the circumstance wherein an inspection is ordered within seven days, the registration certificate will be granted by the authorities after the ensuring proper and appropriate safety, hygiene and sanitary conditions of the premises within a 30 day period. The registration certificate will be auto-generated with an SMS or email alert on the FBO’s registered mobile/Email address, if the decision pertaining to the registration certificate is not intimated to the FBO within a period of 30 days. In this case as well, the FBO can secure a copy of the registration certificate from the concerned CSC free of cost.
