Government Issues Guidelines for Tariff Based Bidding for Waste to Energy Projects
The government has issued Guidelines for the Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Waste to Energy (WTE) Projects under Section 63 of the Electricity Act, 2003. These guidelines aim to standardize and promote fair and competitive bidding for WTE power, addressing India’s significant challenge of managing municipal solid waste (MSW), which was approximately 70 million tonnes in 2021-22. The guidelines are technology agnostic, covering commercially proven technologies approved by the Ministry of Housing and Urban Affairs (MoHUA) that use MSW-derived fuel.
CERC Notifies Power Procurement Escalation Rates (October 2025 – March 2026)
The Central Electricity Regulatory Commission (CERC) has notified the annual escalation rates for power procurement payments for the period October 1, 2025, to March 31, 2026. These rates are used for payments under Power Purchase Agreements (PPAs) that follow the tariff-based competitive bidding guidelines issued by the Ministry of Power.
Ministry of Power Issues Guidelines for Designating Renewable Energy Implementing Agencies (REIAs)
The Ministry of Power has released Operational Guidelines for designating companies as Renewable Energy Implementing Agencies (REIAs). These guidelines aim to streamline and standardize the process of procuring power from grid-connected renewable energy projects through Tariff-Based Competitive Bidding (TBCB), thereby accelerating India’s renewable energy development.
CERC Notifies Escalation Rates for Imported Coal Power Procurement in April 2025
The Central Electricity Regulatory Commission (CERC) has notified the monthly escalation rates applicable for April 2025 for the purpose of payment for power procured by Distribution Licensees under the Ministry of Power (MOP) guidelines for tariff determination through bidding. Notably, the notified rates for imported coal and its associated transportation and handling charges are negative.
Guidelines on Unified Philosophy for Placement of Phasor Measurement Unit (PMU) in Indian Grid
The guidelines will be adopted for the implementation of the URTDSM (Phase-II) project and all upcoming schemes. These guidelines will be applicable to all upcoming Tariff-based Competitive Bidding (TBCB) and Regulated Tariff Mechanism (RTM) based projects. They will also apply to projects (through TBCB or RTM) for which the tender has been published before the date of issuance of these guidelines but for which the price bids have not yet been submitted.
