CERC Amends Deviation Settlement Mechanism Regulations & Revises Infirm Power Charges

The Central Electricity Regulatory Commission (CERC) has issued the Central Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) (Second Amendment) Regulations, 2025. These new regulations, which came into force on July 1, 2025, introduce key revisions to the existing Principal Regulations of 2024, primarily focusing on the charges associated with injecting “infirm power” into the grid.

Power Ministry Seeks Stakeholder Input on Draft Amendments to Long-Term Thermal Power Procurement Bidding Documents

The Ministry of Power (MoP) has released draft amendments to the Model Bidding Documents (MBDs) used for the long-term procurement of electricity by Distribution Licensees from thermal power generating stations established on a Design, Build, Finance, Own, and Operate (DBFOO) basis. The Ministry is inviting comments on these proposed changes from all stakeholders within the next 30 days, with a deadline of May 14, 2025.

August 2024 Escalation Rates For Imported Coal

The cost of imported coal has seen a slight decrease of 2.67%. However, the cost of transporting imported coal has increased by 3.43%. The cost of handling imported coal within India has also increased by 0.83%.

Three New Portals Launched In The Power Sector

Changes To Cross-Border Electricity Trade Guidelines

Generating companies or distribution licensees can now export electricity generated from coal-based plants or gas-based plants only if the coal or gas used is imported, procured through spot e-auction, or obtained from other sources specified by the government. However, this restriction does not apply to electricity traded through power exchanges.

Clarification Issued on Biomass Co-firing Policy for Power Plants

The MoP clarifies that for plants established through competitive bidding the cost of biomass pellets can be directly passed through in the Energy Charge Rate (ECR). This eliminates the need to rely on “Change in Law” clauses and their associated thresholds.

MoP Advises GENCOs On Timely Import Of Coal For Maximizing Production In Coal Mines

The Ministry of Power (MoP) has extended its prior advisory on blending of imported coal at 6% by weight from March 2024 to June 2024. GENCOs must ensure that their imported coal contracts continue coal supplies till June 2024. They are also encouraged to continuously monitor their coal stock positions and opt for blending in accordance with their requirements.
