The Ministry of Chemicals and Fertilizers has issued the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Second Amendment Order, 2025

The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has issued the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Second Amendment Order, 2025, extending the implementation date of the original order to April 24, 2026.

This decision, published as S.O. 4779(E) in the Gazette of India, was made by the Central Government under Section 16 read with sub-section (3) of Section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), after consultation with the Bureau of Indian Standards (BIS).

🧾 Key Amendment

The amendment modifies paragraph 1(2) of the Polypropylene (PP) Materials for Moulding and Extrusion (Quality Control) Order, 2024, as follows:

“(2) It shall come into force on the 24th day of April, 2026.”

This replaces the earlier enforcement date, effectively granting the industry additional time to comply with mandatory BIS certification requirements for polypropylene materials used in moulding and extrusion applications.

⚖️ Legal Basis

The amendment has been issued under the Bureau of Indian Standards Act, 2016, which empowers the Central Government to notify, amend, or defer Quality Control Orders (QCOs) to ensure effective implementation and safeguard public and industrial interests.

🧭 Industry Implications

  • The deferment provides regulatory relief to polymer and plastic manufacturers who were preparing for certification and marking compliance.
  • It allows BIS-recognized producers and testing laboratories more time to align their processes with the required standards.
  • The extension reflects the government’s intent to balance quality assurance with industry readiness, particularly in the plastics and packaging sectors.

🗣️ Conclusion

By extending the implementation date of the Polypropylene Quality Control Order to April 2026, the Government of India continues its approach of phased and consultative regulation in the chemical and petrochemical industries — promoting both standardization and ease of doing business.
