UGC (Recognition of Colleges under Clause (f) of Section 2 of the UGC Act) Regulations, 2023

The University Grants Commission (UGC), in its continued effort to enhance the quality of higher education in India, has introduced the UGC (Recognition of Colleges under Clause (f) of Section 2 of the UGC Act) Regulations, 2023. The 2023 Regulations, set to come into force upon their publication in the Gazette of India, supersede previous guidelines in this domain. They apply to all colleges defined under Section 12A(1)(b) of the UGC Act, 1956, encompassing a broad spectrum of institutions offering undergraduate, postgraduate, Ph.D. programs, or Diploma courses.

Conditions for Recognition
A significant aspect of these regulations is the detailed conditions laid out for college recognition. It mandates that colleges must:

  1. Be affiliated with a university as per the UGC (Affiliation of Colleges by Universities) Regulations, 2009 (as amended).
  2. Comply with all provisions of the UGC Act, university statutes, ordinances, and relevant regulations.
  3. Offer programs leading to degrees specified by the UGC or diploma courses with a minimum duration and qualification criteria.
  4. Submit necessary documents and undertakings for compliance and adherence to UGC rules and guidelines.

Mandatory Recognition and Transparency
In a crucial move, the UGC has made recognition under clause 2(f) mandatory for all colleges, irrespective of their affiliation status. This step ensures a baseline quality standard across all institutions. Furthermore, colleges and universities are required to maintain transparency by uploading their affiliation and recognition status on their websites.

Application Process
The application for recognition is to be submitted online, marking a shift towards digital efficiency. Universities play a pivotal role in verifying and endorsing these applications, ensuring due diligence and accuracy.

Verification and Compliance
The UGC reserves the right to conduct physical or virtual verification of colleges at any stage. This proactive approach allows the Commission to maintain oversight and ensure that colleges continuously meet the required standards.

Consequences of Non-Compliance
The regulations are strict about adherence to UGC rules and guidelines. Non-compliance could lead to severe consequences, including removal from the list of recognized colleges, thereby maintaining the integrity and quality of higher education.
