The Government of Haryana, through its Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (SEWA) Department, has issued a notification dated 16th September 2025, mandating the use of Aadhaar for beneficiaries seeking support under the “Financial Assistance to Widower and Unmarried Persons Scheme, 2023”.
This move aims to ensure seamless service delivery, prevent duplication, and promote transparency and efficiency in providing financial assistance.
🧓 About the Scheme
The “Financial Assistance to Widower and Unmarried Persons Scheme, 2023” provides monthly financial support to economically disadvantaged widowers and unmarried persons who cannot sustain themselves.
📌 Eligibility Criteria:
- Widowers:
- Must be aged 40 years or above
- Annual income must be up to ₹3 lakh
- Unmarried persons:
- Must be aged 45 years or above
- Annual family income must be up to ₹1.80 lakh
🔐 Key Highlights of Aadhaar Requirement Notification
✅ Aadhaar is Mandatory for All Beneficiaries:
- Beneficiaries must undergo Aadhaar authentication or furnish proof of Aadhaar possession.
- If a beneficiary does not have Aadhaar, they must apply for enrolment immediately.
📄 Alternate Identification (Temporary Arrangement):
Until Aadhaar is issued, a beneficiary can establish identity using:
- Aadhaar Enrolment ID (EID) acknowledgment slip
- One of the following photo ID documents:
- Voter ID
- Ration Card
- Caste or domicile certificate (Tehsildar rank or above)
- Government-issued medical/insurance ID
- Passport
- 10th/12th marksheet or certificate
- Disability certificate or UDID card
- Driving license
- Any other valid document as notified
🧾 Document Verification Process:
- Designated officers will verify documents and check EID status using the UIDAI portal.
- Cross-verification may be done with relevant government databases.
🔄 Biometric Authentication Failure? Here’s the Solution:
If Aadhaar authentication via biometrics (fingerprint, iris, or face) fails:
- Alternative biometric or OTP-based methods will be offered.
- If these also fail, offline verification using the following will be accepted:
- Aadhaar QR Code scanned via official apps
- Aadhaar Paperless Offline e-KYC with UIDAI’s digital signature validation
📢 Awareness and Support Measures:
- The department will launch media campaigns to inform beneficiaries about Aadhaar requirements.
- Aadhaar enrolment centers will be set up at convenient locations.
- The department may also become a Registrar for Aadhaar enrolment to facilitate the process.
⚖️ Exception Handling:
To ensure no eligible beneficiary is left out, the department will follow the exception handling guidelines as per the Cabinet Secretariat’s DBT Mission Office Memorandum (OM No. D-26011/04/2017-DBT, dated 19th December 2017).
📅 Effective Date:
This Aadhaar mandate is effective immediately, from the SEPTEMBER 16TH 2025.
